District office charters from 2083 list Rs 5,000 for regular processing plus Rs 7,000 extra for urgent service. Confirm the amount with the Department or your District Administration Office before paying.

02 · Prepare

Documents you need

Bring original documents together with readable photocopies. Names, dates and record details should match across every document.

  • Printed online pre-enrolment form with barcode/QR code
  • Original citizenship certificate (DAO Lalitpur also asks for a photocopy)
  • National ID card or National ID number (NIN) — required for applications within Nepal
  • Bank voucher or cash receipt for the fee (2 printed vouchers if you paid online for urgent service)
  • Your current or expired passport (original), if you have had one before
  • Married women using the husband's surname: marriage registration and husband's citizenship; divorced women dropping it: divorce certificate
  • If your date of birth differs from your education or pension records: SLC/SEE (or higher) certificate, or pension slip/discharge certificate
  • Government employees and their families: office recommendation (DAO Lalitpur, DAO Nuwakot)
  • If you moved and apply outside your citizenship district: migration certificate, land ownership certificate, utility bill and a record-matching letter from the issuing district (DAO Lalitpur)
  • Photos: the DoP list asks for none (your photo is taken at enrolment), but DAO Lalitpur's charter still mentions a 'form with two photos' — carry 2 passport photos to be safe

03 · At the office

Step-by-step process

  1. 1

Make sure you have a National ID number (NIN); if not, enrol for the National ID first.

  2. 2

Fill in the online pre-enrolment form at emrtds.nepalpassport.gov.np, choose your office (your citizenship-issuing DAO/AAO for regular service, or the Department of Passports for urgent service) and print the form with its barcode/QR code.

  3. 3

Pay the fee: for regular service pay as instructed by the DAO (bank voucher or cash receipt) — do not pay online; for urgent service pay online through connectIPS after pre-enrolment and print 2 copies of the voucher.

  4. 4

Go in person to the office with the original citizenship, NID/NIN, any old passport, the printed form and the voucher.

  5. 5

At the enrolment counter your documents are checked and your photo and biometrics are captured.

  6. 6

Collect the passport at the same office: regular service usually 10–30 days; urgent service about 2 working days after enrolment.

06 · Read carefully

Important notes

  • The National ID card or NIN is now on the DoP's document list for applications within Nepal; news reports say the government made NID compulsory for passports and social-security allowances. DAO Nuwakot accepts 'National ID or proof of enrolment'.
  • The NID system was halted for about a month from mid-Asar 2083, holding up passport applicants without a NIN (news, Aug 2026).
  • Regular service is only at DAOs/AAOs/missions; the Department in Tripureshwor handles only urgent service.
  • Bring printouts of the pre-enrolment form and payment voucher; online payments cannot be refunded.
  • A passport reported lost or stolen must never be used for travel, even if found later (DoP).
