03 · At the office
Step-by-step process
- 1
Register on the OPCR portal (opcr.nepalpolice.gov.np), or use the Nagarik App, with your email and mobile number. Enter your name exactly as it appears on your citizenship certificate; it cannot be corrected later.
- 2
Fill in your personal details, citizenship and passport numbers, address, purpose and destination country.
- 3
Upload your documents and photo, submit, and save the reference number.
- 4
Track the status (Processing → Approved → Download).
- 5
If the status shows 'On Hold' (usually because your name matches someone else's), contact the conduct section (चालचलन शाखा) at Police Headquarters, Naxal, and your District Administration Office to confirm your identity.
- 6
Download the digitally signed PDF with its QR code and note the dispatch number.
- 7
If the destination country requires it, get the certificate attested by MoFA at att.nepalconsular.gov.np using the dispatch number.

Important notes
- Fingerprints or biometrics: not mentioned in any source reviewed. Confirm with Nepal Police.
- Some third-party sites list 'offline' or 'expedited' charges of Rs 500–2,000. No official source supports these, and the police describe the service as free.
- Serious offences (corruption, rape, human trafficking, drug offences, money laundering) are named on the certificate. People who have not finished a sentence are not eligible.
- How long the certificate is valid is set by the receiving country, often 3–6 months (third-party guide).
- Applications can also be made through the Nagarik App or the Ncell app (third-party guide). Around 5,500–6,000 people apply each day (Jan 2026).
