Legal basis
Senior Citizens Act 2063 (ज्येष्ठ नागरिक सम्बन्धी ऐन, २०६३): s.2 (a senior citizen is a Nepali citizen aged 60+), s.9 (छुट र सुविधा - discounts and facilities); Senior Citizens Regulation 2065 (ज्येष्ठ नागरिक सम्बन्धी नियमावली, २०६५), which contains the ID-card rule (apparently r.7; the official online copy is not machine-readable); local directives, e.g. Ichchhakamana RM ज्येष्ठ नागरिक परिचयपत्र वितरण निर्देशिका, २०७९ (replacing its 2074 directive).

06 · Read carefully
Important notes
- Benefits confirmed in the Act (s.9, 'छुट र सुविधा'): every health-service provider must serve senior citizens with priority (s.9(3)); drinking-water, electricity, telephone and other public-service providers must also give them priority (s.9(5)). Section 9 also requires two seats to be kept reserved ('दुईवटा सीट सुरक्षित राख्नु पर्नेछ'); the surrounding text is garbled, so it could not be confirmed that this means seats on public vehicles.
- Specific fare and health-treatment discount percentages could not be read in the official online copies of the Act and Regulation: Not published - confirm at the office.
- Ichchhakamana's directive classes cardholders as under 70, 70 and over (वरिष्ठ ज्येष्ठ नागरिक), helpless (असहाय), incapacitated (अशक्त) and single (एकल); the card has a field for available discounts and facilities (उपलब्ध छुट तथा सुविधाहरु).
- In Asoj 2083 the ministry issued procedures for senior-citizen day-service centres at the local level, and it has posted a draft National Senior Citizens Policy 2083; neither was reviewed.
- This card is separate from the social security (old-age) allowance, which has its own enrolment and age rules.
