Documents you need

Bring original documents together with readable photocopies. Names, dates and record details should match across every document.

  • Citizenship certificate; your age is calculated from the date of birth on it
  • For children: birth registration certificate (जन्म दर्ता प्रमाणपत्र)
  • National identity card number (राष्ट्रिय परिचयपत्र नम्बर); mandatory under the phased rollout, except for children, people unable to look after themselves, persons with disabilities, helpless people and people over 90
  • For the disability allowance: disability ID card, red (क) or blue (ख)

03 · At the office

Step-by-step process

  1. 1

Check that you qualify: your category and your age as shown on your citizenship certificate.

  2. 2

Get your national ID (NID) number if you don't have one; you can pre-enrol online at DoNIDCR, then complete enrolment in person.

  3. 3

Apply to your municipality or rural municipality (in practice, often through your ward office) with the documents.

  4. 4

The local level verifies and approves the application, then enters you in the national system (within 15 days of approval under the 2077 procedure; the 2082 procedure may differ).

  5. 5

Receive your social security ID card (परिचयपत्र); no allowance is paid without it.

  6. 6

The bank opens a zero-balance account from the system data; activate it by giving the bank its required documents. A guardian or caregiver may operate it for children, persons with disabilities or very old people.

  7. 7

The allowance is paid into the bank account every four months under the 2077 procedure: by Mangsir 7, Chaitra 7 and the end of Asar (or by the 7th of the following month where paid monthly).

  8. 8

Renew every year (2077 procedure: Shrawan 1 to the end of Kartik; check this year's ministry and DoNIDCR notices with your ward), or you will be removed from the list. Families must report a death, or a single woman's remarriage, within 35 days.

Important notes

  • Monthly amounts on the ministry's official rate page (MoWCSC 'सामाजिक सुरक्षा भत्ता दर', undated, checked 12 Oct 2026): senior citizens Rs 4,000; Dalit citizens nationwide and residents of the former Karnali districts aged 60+ Rs 2,660; single women 60+ Rs 2,660; widows Rs 2,660; full disability (red card) Rs 3,990; severe disability (blue card) Rs 2,128; listed endangered Indigenous groups (e.g. Kusunda, Bankariya, Raute, Surel, Hayu, Raji, Kisan, Lepcha, Meche) Rs 3,990; children under 5 Rs 532.
  • The official page settles two figures that news reports gave differently: the blue-card rate is Rs 2,128 (Onlinekhabar printed Rs 2,218) and the child grant is Rs 532 (Kantipur printed Rs 522).
  • FY 2083/84 budget (29 May 2026): the old-age allowance stays at Rs 4,000 a month. The Dalit child nutrition allowance doubles to Rs 1,000 a month for Dalit children under 5 in 25 districts of Madhesh, Karnali and Sudurpaschim, for up to two children per family, paid into the guardian's bank account. The ministry's rate page still shows Rs 532, and the effective date was not found.
  • Eligibility age for the general old-age allowance is unresolved. The ministry's rate page says 70. The FY 2079/80 budget lowered it to 68, a Social Security (First Amendment) Act was posted in Shrawan 2079, and Onlinekhabar (Asar 2083) counts 17.2 lakh beneficiaries aged 68+. Kantipur's budget report (Jestha 2083) says 70. The amendment Act's text was not readable, so confirm with your ward.
  • Rs 120 billion is allocated to social security in FY 2083/84, up from Rs 109 billion in FY 2082/83.
  • A government committee recommended raising the old-age allowance age to 75; the FY 2083/84 budget did not adopt this.
  • The NID became mandatory for the allowance in phases: 28 districts from Shrawan 1, 2081; 38 more from Magh 1, 2081; the last 11 from Shrawan 2082. Exempt: children, people unable to look after themselves, persons with disabilities, helpless people and people over 90.
  • Payment is only through banks (Social Security Act s.17), and has been required in all 753 local levels since the 2020-21 phase-in.
  • You are removed from the list on death, on a single woman's remarriage, if you take a government or public salary or pension, if you move away (transfer instead), or if you fail to renew.
  • FY 2083/84 listing and renewal notices were posted by DoNIDCR (31 Asar and 5 Shrawan 2083) and the ministry (1 Shrawan and 3 Bhadra 2083), but their text was not readable online. Ask your ward for this year's dates.
