02 · Prepare

Documents you need

Bring original documents together with readable photocopies. Names, dates and record details should match across every document.

  • Citizenship certificate (नागरिकता प्रमाणपत्र), scanned front and back
  • Passport bio-data page (scan)
  • Academic records: SEE/SLC and Grade 11–12 marksheets and certificates (checked online using your NEB registration number and date of birth); bachelor's transcript and certificate for postgraduate applicants
  • Equivalence certificate (समकक्षता) if your earlier study was abroad or outside NEB
  • Unconditional offer or admission letter from the foreign institution

Step-by-step process

  1. 1

Register on noc.moest.gov.np with a Nepali mobile number and an email address, and verify by OTP.

  2. 2

Fill in your profile and study details (country, institution, programme, level, intake).

  3. 3

Upload the scanned documents. Your citizenship and your NEB, TU or KU records are checked online.

  4. 4

Pay the NOC fee online (ConnectIPS, eSewa or Khalti, according to a third-party guide). The money goes into the government revenue system.

  5. 5

Submit the application and track it on your dashboard. You normally do not need to visit the office (faceless service).

  6. 6

Download the approved NOC from your profile. It is a paperless certificate with a QR code.

  7. 7

Show the NOC at your bank when you buy foreign exchange or transfer tuition and living-cost money.

Important notes

  • Banks will not convert or transfer money for tuition or living costs without a valid NOC (third-party guide). A Dec 2023 NRB circular change allows students going to Australia, the USA, Canada or Europe up to USD 12,000.
  • Each NOC covers one programme at one institution. Changing the programme, institution or intake needs a new NOC and a new fee (third-party guide).
  • In May 2025 NOCs for study in South Korea were partly suspended (Kantipur). Check whether this restriction still applies.
  • The portal is linked with Tribhuvan University and Kathmandu University for record checks, and the NOC's QR code can be scanned to verify it (Onlinekhabar, Baisakh 2083).
  • 112,593 students got NOCs in FY 2023/24 (MoFA figure).
