02 · Prepare

Documents you need

Bring original documents together with readable photocopies. Names, dates and record details should match across every document.

  • Application (निवेदन) and a copy of your citizenship certificate; for road certification, the application must name the road and tole
  • Certified copy of the land ownership certificate (जग्गाधनी प्रमाण पुर्जा) (four-boundary)
  • Certified original survey map (नापी नक्सा) of the area where the land lies (both services)
  • Land revenue and house-land tax or integrated property tax receipt for the current fiscal year, or the approved assessment (both services)
  • Road certification: certified citizenship copies of both the person giving the road and the person receiving it, with both present, or a certified power of attorney
  • Certified power of attorney (अख्तियारनामा), if a representative applies
  • Site inspection report (स्थलगत निरीक्षण प्रतिवेदन) or local inquiry record (सर्जमिन मुचुल्का), prepared by ward staff

03 · At the office

Step-by-step process

  1. 1

Get a certified survey map (नापी नक्सा) and a certified copy of your land ownership certificate.

  2. 2

Pay the current year's land and property tax so that you have a current receipt.

  3. 3

Submit the application at your ward office, naming the road and tole for a road certificate.

  4. 4

For road certification, make sure both parties (giving and receiving the road) attend, or that a representative has a certified power of attorney.

  5. 5

Ward staff inspect the site or hold a local inquiry (सर्जमिन).

  6. 6

Pay the fee (per plot for road certification in Pokhara) and keep the receipt.

  7. 7

The ward chair, a ward member or the ward secretary signs the certificate; collect it and check plot numbers and boundaries.

Important notes

  • Banks, the Land Revenue Office and building-permit sections often ask for these certificates. Bring a current tax receipt, because outstanding land or property tax is a common reason for refusal.
  • In Pokhara, item 2 is missing from the road-certificate page's document list (it jumps from 1 to 3).
